Qui sommes-nous ?
AFRISSUR S.A. is a life insurance company established on March 28, 2019, and officially licensed by Autorité de Régulation et de Contrôle des Assurances (ARCA) on 20 June 2020, to carry out life insurance operations in the DRC.
Our life insurance offering primarily provides coverage in the event of disability, death, or retirement, with optional benefits that include partial permanent disability resulting from an accident, daily allowances, and funeral expense coverage
Our mission is to support the Congolese community in transitioning from community-based and informal insurance systems to formal, inclusive individual and collective solutions. These systems have a positive impact on communities and contribute to social stability and economic growth.
Afrissur is committed to achieving its objectives through diligent and prudent management. We ensure the establishment of technical provisions and adhere to all regulatory standards, including those related to solvency.
Shareholding
Actionnariat
Trust Merchant Bank S.A. (TMB), a company incorporated under Congolese law, is the majority shareholder of AFRISSUR, holding 99% of the shares. Individual shareholders hold the remaining 1%.
The company maintains a transparent and locally anchored ownership structure, with all ultimate beneficiaries residing in the DRC.
Board of Directors
The Board of Directors sets AFRISSUR’s strategic direction and oversees its effective implementation. It is composed of highly qualified professionals with extensive and diverse experience across multiple sectors, including insurance and banking.
With the exception of the Chief Executive Officer, Board members do not hold operational roles within the company. This separation of responsibilities ensures sound governance, enabling the Board to focus on strategic oversight, performance monitoring, and risk management.
Executive Committee
AFRISSUR’s Executive Committee oversees daily management and ensures that operations align with the Board’s strategic direction and the long-term interests of both policyholders and shareholders.


Arsène
NTAMBUKA
Chief Executive Officer
Arsène NTAMBUKA AMANI holds a Bachelor’s degree in Business Management from ULPGL Goma (2008) and a Master’s degree in Banking from CFPB France (2014). He has further strengthened his expertise through executive training in innovation and business transformation (Kigali, 2022) and advanced strategic management (Accra, 2023).
Before joining AFRISSUR, Arsène served as Business Development Manager at Trust Merchant Bank (TMB), where he designed and led the bank’s national commercial strategy, overseeing more than 100 branches. Earlier, as Regional Manager for Eastern DRC, he successfully doubled the branch network and grew deposits despite a challenging security context.
His early experience as Branch Manager in Bukavu and Goma gave him a solid foundation in managing large operational, financial, and human teams.
A polyglot, fluent in French, English, Swahili, and Lingala, Arsène brings strong communication skills, cultural adaptability, and a results-driven approach to leadership. A passionate reader and sports enthusiast, he is also a committed advocate for financial education and inclusion, believing that an inclusive market begins with public awareness of financial products.

Abdoulaye
TOE
Deputy CEO – Operations
Abdoulaye TOE is an insurance professional with 6 years of experience in life reinsurance and over 12 years in the life insurance sector as an actuary.
He holds an Engineering Diploma from the Hautes Études en Assurance (HEA), with a specialization in Actuarial Science. He began his career in 2006 at NSIA Côte d’Ivoire. In 2007, he joined Sunu Vie Côte d’Ivoire (formerly UA-VIE), later moving to Allianz Life Insurance, where he worked as Lead Actuary for 8 years. During this time, he deepened his expertise in pricing, product innovation (including mobile insurance), and team management.
In 2015, he became Head of the Life Portfolio at Nouvelle Compagnie Africaine de Réassurance (NCARE), before joining Afrissur in 2022 as Director of Operations, a role from which he will be promoted to Deputy CEO in 2025.
With extensive experience and solid expertise in insurance—particularly life insurance—his core strengths lie in his professionalism and dedication to fostering a more inclusive insurance landscape. He is also the author of the book “Comprendre l’assurance vie –Zone CIMA” (2020).

YVONNE
MISHIKA KADIYOYO
Deputy CEO – Finance
Yvonne MISHIKA KADIYOYO holds a Diploma in Commercial and Financial Sciences from the Institut Supérieur de Commerce (Kinshasa, 1987).
She brings more than 30 years of experience in the banking sector, having held a series of key positions including Credit Officer, Head of Collections, Head of General Services, Head of Logistics, Deputy Head of Accounting, and ultimately Head of the Accounting Department.
Throughout her distinguished career, Ms. MISHIKA has undertaken numerous professional training programs including in asset management, IFRS, and bank performance analysis. She has also received specialized training in insurance and reinsurance accounting, broadening her financial expertise across sectors.
